Driver for oslo.policy to support RBAC based on LDAP

The end goal of this initiative is to support Role Based Access Control
with LDAP as backend.
This solution based on idea that user already has configured permissions
for users and this configuration is stored in OpenLDAP or Active Directory.
The oslo.policy should be able to read permissions not only from policy.json
file but also from OpenLDAP/AD.
