Add devstack plugin for Patrole for gates
The DevStack plugin documentation [0] should be used to create a devstack plugin for Patrole, so that the Zuul script [1] for creating a Tempest/Patrole gate can work.
More specifically, it should be possible to run "enable_plugin patrole git://git.
The script should add the appropriate rbac conf values to tempest.conf (after tempest has been run by devstack) and allow for any other set up that may be required in the future.
