Patrole

Add Python 3 Patrole gates

Like Tempest [0], Patrole should support Python 3 gates. This is accomplished by creating a template with:

    export DEVSTACK_GATE_USE_PYTHON3=True

The rest should be identical to the 2 voting gates.
