Handling of nova aggregations

With nova aggregations it's possible to attach some metadata to specific hosts. This metadata can be used in nova via the AggregateInstanceExtraSpecsFilter (see http://docs.openstack.org/developer/nova/devref/filter_scheduler.html).
The aggregations should be configurable via Puppet.
