Add criteria to retrieve secrets by

Per a CR on the Barbican project by Wyllys Ingersoll (located here https://review.openstack.org/#/c/61225/), we should add companion criteria to filter by on the client side. In particular, the blueprint calls for adding these optional criteria to get a list of secrets by: 'name', 'algorithm', 'mode' and 'bit_length'.

I already have a fix for this, I was just waiting to see if the server side code was accepted. I will submit the fix for the client as soon as someone approves the server code.
