The reasons for adding this blueprint were to
attempt a common functionality in the rpm CLI
amongst distros.
History shows that the intent of common functionality
isn't going to happen any time soon. And the 2 aliases
of --downgrade and --norepackage are either tricky
to use correctly, or non-existent usage case.
