Freeze in the existing tag data types

Freeze in the existing data types by compiling in
a per-tag data type table. Atm the data type is set in the header,
which can be maliciously "fuzzed" and avoiding the access is a
a simpler audit than continuing the current behavior.
This work is almost complete but got postponed when rpm-5.0.0 was released 4y ago.
