Write a gettext(3) replacement that uses Google Translate

Write a gettext(3) replacement library to be used by RPM to access
whatever data store is chosen
AND
if the return code from attempting to lookup a msgid returns NOTFOUND,
then send the string through GOOG translate (with all the usual
disablers to be able to answer
Q: What about chroot's with no network access?
A: See item #4. And return the msgid when GOOG translate is disabled.
