Upgrade rpmrepo behavior

Since implementation, createrepo has changed behavior which needs to be retrofitted into rpmrepo.
There are also many additional spewage markups used to represent package repositories
in common use these days that need to be incorporated into rpmrepo.

rpmrepo is now mostly embedded in -lrpmio. Moving rpmrepo from rpmio -> rpmdb will finish the embedding.
Test cases have been attached in "make check-rpmrepo".
The fields need to be blueprinted against current createrepo.
The conventions for using SHA256 in file names instead need to be enabled/
