Next generation anti-affinity conf/handling

We should handle anti-affinity groups in new way. It should be configured at cluster level in the following ways:
distribute_
And then Savanna will generate correct anti-affiniti groups using this info.
This upgrade is needed to support anti-affinity groups while scaling cluster.
UI should be updated to support next gen anti affinity.
