Create a cluster template from a running cluster

After a cluster is started and in running, a user can scale that cluster by adding new node groups or resizing existed node groups. After some scaling operations, the cluster becomes different from what defined by the original cluster template or node group combinations. This BP aims at enabling a user to create a cluster template based on a scaled and running cluster. Then the user can rebuild clusters with identical configuration later when needed.
