[UI] Display errors as pop-ups on dashboard

If any operation fails, dashboard should display an error message.
It should parse response from server and there are several possible errors:
* incorrect request, it should be displayed to user as some interop error
* validation error, it should be parsed and displayed to user
* internal server error, we should display some exception id to user
