DIB element for Oozie integration for Vanilla plugin

It's needed to include Oozie into savanna-extra elements to support Oozie as a service for Vanilla Plugin:
1. Create oozie.tag.gz - the set of binaries needed to run Oozie
2. Place oozie.tar.gz to public files
3. Create DIB elements itself to wget oozie.tar.gz, untar and simple configuring
