[EDP] Vanilla Plugin Should Install Oozie

Vanilla Plugin Should Install Oozie, this component should provide functionality needed for EDP. It should be installed on separate machine.

1. simple Oozie service is implemented in vanilla plugin
2. to fully complete this bp we should able to push oozie configs to nodes where this service resides. Configs are:
- oozie-site.xml [done]
- ooxie-env.sh
- oozie-log4j.properties
