HDFS rebalance must be supported after scale out cluster

After scaling out a cluster to add a new data node in the existing cluster, HDFS must launch a rebalancer to balance disk space. By default balance set is disabled, the user must enable it manually. This request is to enable the feature automatically after scale out cluster. It can help the customer to run a long run cluster with a balance disk space in data nodes.
