Remove support for nova-network
As of Pike, nova-network is essentially gone. In the pike-1 milestone, we saw the removal of key nova-network capabilities in python-novaclient 8.0.0. This breaks nova-network functionality in Sahara, in addition to breaking some Neutron-related functionality in Sahara too.
To achieve this blueprint, we need to replace nova-network calls with Neutron ones. And then we remove all other nova-network related code from Sahara.
