Simple Wall Clock Timing Facility for Profiling Savanna Operations

As we attempt to improve the functionality and performance of the plugins we need to gain a better understanding of how much time is spent in various stages of cluster provisioning or scaling. To that end we can create a simple function decorator that allows us to log the time spent in those functions. In addition, the timing information will be written to a separate file to facilitate easy post-processing of the information.
