Modularize the Searchlight UI into a library and panels that use it

Currently searchlight-ui is just a horizon panel plugin. We want to modularize it so that most of the services / filters / etc are in completely re-usable modules. Then we may have a search panel / table view that just uses the libraries. In addition, the search libraries could be used by other panels such as swift or network topology.
