Clean up launchpad to make it useful for tracking release progress

The tempest project hasn't been very good about using launchpad to keep us on track and not just punting on things until the final section of the release. This is to clean up launchpad to the point where we felt like we could use it every week as part of our meetings to figure out what's on track, or not.
