Separate the Guest and Taskmanagers configs

There is some duplication of the guest and taskmanagers config values. The taskmgr uses some of the guests values. When the guest is separated, we will not be using any of the guest values within the taskmanager. These values need to be separated in such a way that they are never loaded by the taskmgr, but instead only loaded by the guest when the guest needs them.
