Cleanup Usage of Nodes

The nodes code was originally written with Ironic in mind; it was only adapted for nova-baremetal late in Icehouse, and the code reflects that. We should formally support both. This involves re-organizing the code for Nodes in api.py, cleaning up the test data, and updating the view code to reflect the new api.py.
