Proposal to Record and Track Copyright Licensing for Packages

There is a subset of Ubuntu users who need to know, and be able to provide, summary information on licensing for every package they have installed. Currently, the only method of obtaining and tracking this info is by manually going through packages, updating/maintaining a database or spreadsheet. We need to discuss a faster, easier, more useful way of retrieving, storing, and updating the information...at least for all packages in /main.
