Create a pppoeconf gui in order to ease connecting to the internet

Ubuntu users having a pppoe modem have to use the command line in ordner to connect to the internet. Since a lot of non-technical users have such devices it should be much easier to use them.
A pppoeconf gui should be created, if NetworkManager is installed by default in Edgy it should be possible to establish a connection from within NetworkManager.
