Restricted Manager Improvements

Restricted Manager was deployed with good success in feisty, this specification addresses some useful improvements that we might wish to make for gutsy:
- should be able to detect hardware for which the required package is either not installed, or not enabled by default -- it should then suggest the user opens the manager to ENABLE the hardware and maybe install the package
- with the above, should be able to offer facilities to help enable the hardware, for example detecting broadcom windows drivers installed alongside or placed on media somewhere, and cutting the firmware out of them
