Better use of ZIP archives made under Windows

When I open a ZIP archive made under Windows with Winzip, I can't open some documents (thoses named with special characters like "é" or "ç"). Many times, Fileroller fails with this type of ZIP archive. To make migration from Windows to Linux easy, I suggest to solve this "problem".

This seems a bug related to character encodings (e.g. from iso-8859-1 to utf-8). The correct way to "implement" this blueprint is to write a bug report.
By the way, does the problem happen also with the text utility "unzip"?
