Add check component for real-time inspection

We can add a check action to the action list panel and perform the check action through the UI. This task allows us to check the actual state of multiple entities (VM, Host) and perform multiple checks through system commands, script execution. To do this, Vitrage needs a component with a separate flow and Vitrage-API may need to execute the request.
