Deprecate the Static Physical Datasource

The static physical datasource was replaced by the static datasource in Ocata. Need to deprecate the old datasource, and make sure it is not referenced anywhere.

Examples of current references:
- vitrage/devstack/settings - need to replace the datasource name in 'types'
- vitrage/doc/source/installation-and-configuration.rst - need to replace the reference
