develop a C wrapper for the Zeitgeist API

I think by mid march or end of it we should have a libzeitgeist in C
This will allow us to have gobject-introsepction and use it with other programing languages and invite a whole new wave of deployments and developmers who dont use/support python, such as Shell, F-Spot, Tomboy, Epiphany, etc...
