Provide reconstruction function, If the current node is corrupt, all containers on the current node can be automatically recreated on other nodes

(hongbin 2018-02-06): I think it is better to do this step-by-step. First, we could implement a manual evacuate feature. It can be a command that allows administrators to manually evacuate containers from failed host. Then, we could add support for auto-evacuate based on the manual evacuate implementation. I expect the auto-evacuate is not easy since we need to figure out a reliable way to detect the failure of a host.
